Normally, one click on the big, black Foreground Color square brings up the Color Picker. You can also click on Window up in the Main Menu at the top and click on Color Swatches. You can also use the Color Swatches dialog to save colors you've chosen using the Color Picker and to load swatches you've downloaded.
Click on Edit%26gt;Preferences%26gt;General Preferences and make sure you're using the Adobe Color Picker.
